“One ITE System, Three Colleges”

To set off a new wave of transformation, ITE adopted a “One ITE System, Three Colleges” Education and Governance Model, as announced by the Minister for Education at ITE Graduation Ceremony on 12 October 2004.



The Model was aligned with ITE’s drive for Educational Excellence, as well as the Government’s plan to consolidate ITE as Centres of Excellence in Technical Education, to provide for a more vibrant education landscape. In 2001, then Prime Minister Goh Chok Tong had revealed plans to develop ITE campuses into three bigger Regional Campuses over a 15-year period.

ITE campuses were further enhanced and renamed as Colleges under the new Model. Its first Regional Campus at Simei, ITE College East, was the first instalment of the “One ITE System, Three Colleges” System. The other two mega-campuses, ITE College West and ITE College Central, replacing ITE West Network and ITE East Network, would open in 2009 and 2011, respectively. ITE College West would be sited at Choa Chu Kang and ITE College Central at Ang Mo Kio.

Led by the “One ITE System”, ITE Colleges would have greater autonomy to run their operations and deploy their resources, consistent with ITE’s corporate vision and strategic goals. Each College would be able to respond to the market and carve out its own niche, while offering ITE’s trademark courses in Engineering, Business Studies, Info-Communications Technology and Service Skills. There would be greater innovation, diversification and competition, which could help develop Colleges of Excellence in technical education, in teaching and student development.
