Traineeship Scheme

The Traineeship Scheme is a formalised ‘Earn-as-you-Learn’ training arrangement that is specially designed for you, as an employer, to recruit and provide fresh secondary school leavers with skills training leading to nationally-recognised ITE qualifications.
 

Depending on the programme, the duration of traineeship is between one and two years and the training covers 2 components:

• On-the-Job training (OJT) provided in-house by your company. The OJT component will form the greater part of the skills acquisition that your trainee will be provided with and under the mentorship of your skilled technicians or supervisors; and
• Off-the-Job training conducted by ITE or an ITE Approved Training Centre where theoretical and practical lessons are covered. Your company will sponsor your trainee and bear all course and other related fees incurred for the duration of training. Generally, classes are conducted on a day-release basis.

ITE Support

ITE will provide you with the following support to:

• Assist your company in recruitment of trainees;
• Seek deferment from the Ministry of Defence (MINDEF) for your male trainees who are liable for full-time National Service;
• Publicise Traineeship programmes through various promotional activities including advertisement in the media; and
• Assist your trainers to be pedagogically qualified through courses such as Coaching Skills and Instructional Skills conducted by ITE.

Training Grant for Employers

All employers participating in Traineeship are eligible for the Absentee Payroll Funding. In addition, employers who have the necessary infrastructure to conduct training and testing leading to ITE qualifications are eligible for Off-the-Job funding. Both these components of funding are described below.

Training Grant Funding for Traineeship Companies

For participating in the traineeship scheme, companies will receive Training Grant funding administered by Singapore Workforce Development Agency (WDA) through the online SkillsConnect system (www.skillsconnect.gov.sg). The aim of the funding is to help you defray productivity costs incurred while your trainee undergoes training.

The Training Grant funding is computed based on the following variables:

- Trainee's hourly salary;

- Number of theory and practical hours based on ITE's course structures; and

- Number of OJT hours based on ITE's course structures

This Training Grant funding will only be applicable to sponsored trainees who are Singaporeans or Singapore Permanent Residents.

Off-the-Job Funding for Approved Training Centres (ATCs)

If your company is awarded the Approved Training Centre (ATC) status by ITE to conduct training and testing at your premises leading to ITE qualifications, you will receive an additional funding component for conducting the off-the-job training. The funding quantum will be based on ITE’s established curriculum hours.

To participate in the scheme, your company needs to:

• Provide your trainee with OJT in at least 75% of the tasks specified in the ITE Training Logbook;
• 
  
• Sponsor your trainers who are not pedagogically trained to attend the Coaching Skills and Planning & Implementing OJT courses conducted by ITE;
• 
  
• Allow your trainees to attend the off-the-job training in ITE's Colleges during normal working hours;
• 
  
• Enter into a Traineeship Agreement with your trainees and their sureties to formalise the traineeship programme;
• 
  
• Pay your trainees salaries and fringe benefits (where applicable) as agreed upon in the Traineeship Agreement;
• 
  
• Allow ITE officers access to your premises to monitor the progress of your trainees; and
• 
  
• Bear all training costs including registration, course, examination and related fees for your trainees to attend the off-the-job training as shown below:

Note: Fees indicated above are effective from Apr 2013; include GST and are subject to changes.
