ITE will be hosting the sixth edition of the Technical and Professional Education and Training (TPET) Conference from 28 to 29 Jun 2022 at Marina Bay Sands Convention Centre. Themed Pivoting TPET for a Sustainable Future: Potential, Possibilities and Partnerships, the conference highlights the current challenges faced by TPET practitioners and ways to reinvent their relevance in a post Covid-19 world.
The Opening Ceremony for TPET 2022 will be held on Tue 28 Jun 2022 at 9 am, and officiated by Guest-of-Honour, Mr Chan Chun Sing, Minister for Education, Singapore.
Conducted in hybrid mode, the conference provides a platform for administrators, educationalists, policy makers, researchers, and specialists in technical education, from around the world, to gather and exchange views on the future of career and technical education.
Conference Speakers
A distinguished line-up of 11 international and local speakers (refer to Annex A) will present at the conference, including Keynote Speakers, Mr Andreas Schleicher, Director of Directorate for Education and Skills & Special Advisor on Education Policy to Secretary-General, Organisation for Economic Co-operation and Development, France; Ms Theresa Schopper, Minister for Education, Youth & Sports, Baden-Württemberg, Germany and Mr Anthony Mackay, Board Co-chair & Chief Executive Officer, National Center on Education and the Economy, United States of America.
Plenary Sessions
There will be three plenary sessions. In the first plenary session titled ‘Resetting and Recreating for Sustainable TPET’, the three Keynote Speakers will be sharing international perspectives on their definition of skills and the evolution of technical education systems in their nations.
The second plenary session titled From ‘Learning to Work’ to ‘Working to Learn’ will see thought leaders share insights and experiences on meeting the changing needs of the workforce and employers, with a strong focus on work-based/workplace learning. The third and final plenary session - Accelerating Digitalisation and Digital Learning – aims to spark a discussion on industry developments and the approaches and programmes that enable smart learning and smart working for the digital economy and workplace.
TPET plays a significant role in shaping the economic and social development of nations. These sessions will show how TPET systems in various countries/regions are responding to digitalisation, lifelong learning, and skills displacement and renewal. By engaging in dialogue, TPET educators can see through different lenses, learn from best practices and formulate new strategies and creative methods to take on challenges.

9.30 am | Keynote Presentation 1 Mr Andreas SCHLEICHER Director of Directorate for Education and Skills & Special Advisor on Education Policy to the Secretary-General Organisation for Economic Co-operation and Development (OECD) FRANCE Presentation Synopsis We Used to Learn to Do the Work – Now Learning is the Work Jobs, wealth and individual well-being depend on nothing more than on what people know and what they can do with what they know. However, simply providing more of the same education will not do the trick. Traditional education is at a crossroads. Earning a degree no longer guarantees a job, while the unbundling of educational content, delivery and accreditation have created popular alternative paths for acquiring skills and knowledge. We need to conceptualise ‘skills’ in ways that go beyond acquiring a fixed set of tools that can help us solve known problems. Attributes like curiosity, courage, leadership, resilience or empathy are essential. Flexibility and ‘learning to learn’ matter, too. Young people and adults alike need to be equipped with skills that will not only allow for many job changes throughout their lives, but will also enable them to become lifelong learners who can acquire new skills as needed along the way. |

The Challenge of Shaping the Future Metaphorically speaking, what is ahead of us? What should we pack and take along? The world of work has been marked by accelerating innovation cycles. For some time now, we have been in a phase of fundamental changes determined by advancing digitalisation, connectivity and multiple dynamic processes. At the same time, we currently experience, more than ever, that the possibilities to anticipate future developments are finite. Between these poles, we are challenged to continually reflect the settings and performance of school and vocational education – not only to respond and adapt – but to shape the education system in the best possible way ahead of time, to prepare graduates for current and future requirements. Along these lines, this keynote presentation will scrutinise various questions from the perspective of the Dual System of Vocational Education and Training in Germany. |

Plenary II: From ‘Learning to Work’ to ‘Working to Learn’ | |
1.45 pm | Mr Rémy HÜBSCHI Deputy Director State Secretariat for Education, Research and Innovation SWITZERLAND Presentation Synopsis Vocational and Professional Education and Training in Switzerland One of Switzerland’s greatest strengths is its mixed education system, which recognises both practical and academic talent, and to invest in each accordingly. This is a major contributor to Switzerland’s innovativeness and competitive strength. Vocational education and training (VET) in particular, helps to align training with the needs of the labour market, focusing on those fields where there is a demand for skilled employees. Young people are integrated into a professional environment early in their careers, and can choose from a variety of appealing professions and career opportunities. After earning their apprenticeship degree, they can enter the labour market or move on to higher education. The Swiss educational system is permeable: A person can start out with an apprenticeship and earn a university degree later on. Learn how the Swiss educational system not only provides the country with skilled employees and managers, but also contributes to social stability and low youth unemployment rates. |

What are some of the trends and good practices in which TPET institutions are shaping their approach to serving the rapidly evolving needs of businesses?Based on an assessment and review of good practices, this presentation will set out recommendations on the future direction of TPET, so as to build a competitive workforce in the post-COVID digital era.Insights from PricewaterhouseCoopers’ own journey as a vocational training provider will also be provided. |
2.45 pm | Ms Catherine NG General Manager, CIT Solutions Canberra Institute of Technology (CIT) AUSTRALIA Presentation Synopsis Transforming the Australian Vocational Education and Training (VET) Sector for the 21st Century: What Now and What Next The Australian Technical and Further Education (TAFE) sector is undergoing significant change. The Australian Government has introduced reforms to the vocational education and training sector, requiring TAFE Institutes like CIT and its commercial arm, CIT Solutions, to move closer to industry to address Australia’s workforce and skills challenges. A critical component is meeting employers’ needs for more flexible work-based learning. This presentation sets out the challenges faced by the Australian VET sector, as well as specific initiatives, which have been implemented and those planned for the future, at both the national and local levels, to support the transformation of the VET sector. Shifting from ‘learning to work’ to ‘working to learn’ (or ‘learning while you earn’) is critical to Australia’s future. |

It increasingly shapes all professional activities. For this reason, BIBB is working on this topic in a central research cluster in various projects. An integral question concerns the competencies that are needed to shape the digital world of work. The presentation gives answers to this question based on current research projects. A special focus is also on the competencies at the interface between digitalisation and sustainability. |
9.30 am | Mr Kiren KUMAR Deputy Chief Executive, Development Infocomm Media Development Authority (IMDA) SINGAPORE Presentation Synopsis Empowering ITE Graduates to Seize Tech Opportunities in Singapore’s Digital Economy Tech professionals are in high demand, both in Singapore and globally. Through structured pathways, Institute of Technical Education (ITE) graduates can find suitable roles and seize opportunities to be part of the growing tech workforce to support Singapore’s digital economy. This presentation highlights IMDA’s efforts in ensuring ITE graduates receive a quality curriculum, and are provided with support throughout their tech careers. The sharing will also touch on how IMDA does this by bringing together companies, education institutions, as well as trade associations and chambers to support ITE graduates to kick-start a career in tech and maximise their potential through opportunities for upskilling. |

11.00 am | Mr Peter LAM Principal & CEO Temasek Polytechnic Singapore Presentation Synopsis Digital Learning: Adopting, Accelerating & Adapting Temasek Polytechnic (TP) has embarked on its digital learning journey over the last decade in response to Singapore’s public sector push towards digitalisation, as well as the increased adoption of technology to enhance teaching and learning. Over the last two years, the disruptions caused by the COVID pandemic have seen an acceleration of digital learning, as learning institutions, including TP, pivoted classes to various online formats. TP has adapted to new and innovative digital ways, including use of analytics, to enhance students’ learning in the new normal. This presentation will cover strategies that TP has adopted to leverage digital learning and takeaways on what makes digital learning a success. |
