Welcome Address by Mr Peter Lam, CEO/ITE, at the Official Opening of Security Operations Training Command
29 April 2026
ITE College Central 29 April 2026
Senior Minister of State, Ministry of Home Affairs, Associate Professor Dr Muhammad Faishal Ibrahim
Distinguished Guests, Industry Partners, Colleagues, Students, Ladies and Gentlemen.
1. Thank you for joining us here today at ITE College Central to mark the opening of the Security Operations Training Command, or SOTC- an important milestone for ITE and for the security industry.
2. At ITE, our focus has always been simple yet intentional: to prepare our students and trainees for real work, real responsibilities, and real impact. The Work‑Study Diploma in Security Operations reflects that commitment.
3. The SOTC was established to support this programme by providing a purpose‑built environment where learning moves beyond classrooms into realistic, command‑level settings. It brings together training, technology, and industry practice to better prepare trainees for the complex security environments they will operate in.
4. Through the SOTC, trainees develop not just operational competence, but also judgement, communication, and leadership capabilities that are critical in security operations.
5. A key highlight of the SOTC is the ICA Zone, developed in close partnership with the Immigration & Checkpoints Authority, which allows trainees to experience aspects of border security operations and apply what they learn in a realistic and meaningful context.
6. The skills developed through the SOTC are relevant across a wide range of security environments, including aviation and logistics, hospitality, attractions, and institutional settings- reflecting the diverse and evolving nature of the security industry today.
7. I’m pleased to share that our inaugural cohort of 40 trainees graduated in October 2025, and many have since gone on to build stable and meaningful careers in the security industry. Over the past three intakes, the programme has consistently attracted more than 90 trainees each year, reflecting strong confidence from both employers and learners and giving us confidence that even more partners and trainees will come on board in the years ahead.
8. I would like to express our sincere appreciation to ICA for partnering with us on the ICA Zone, and to our valued industry partners including SATS, Certis Group, Singapore Prison Service, Sentosa Leisure Management, Security Risk and Solutions, Royal Group, Granmil Holdings, Marriott, W Singapore, and Millennium & Copthorne International for their consultation, support, and sponsorship of their employees.
9. Your partnership ensures that our training remains relevant, rigorous, and grounded in real operational needs.
10. Thank you once again for being part of this milestone. We look forward to continued collaboration as we strengthen the future of security operations training in Singapore.
