D) Application for Bursary & Financial Assistance
To apply for the Higher Education Community or Higher Education Bursary, please submit an online application for financial assistance following which you will be means-tested via the HOusehold Means Eligibility System (HOMES) to determine your eligibility. HOMES is a government system that supports agencies in conducting consistent means-testing more efficiently. HOMES retrieves income and household information from government data sources (e.g. CFPB, IRAS, ICA) and uses the information to compute the household income. With HOMES, most applicants no longer need to provide family members information and submit supporting documents, such as income documents, thus making the application process more convenient.
Means-testing will be based on the average household income of all family members living in the same household as you, over the past 12 months as follows:
Means Testing Details:
Household Definition | Related Household (RHH) definition, which includes all family members (i.e. persons related by blood, marriage or legal relations) staying in the same residential address as the student. |
Income Definition | Include all employment/ trade income, including bonuses and allowances (e.g. for overtime, transport, laundry) and employee’s CPF contribution, and other administrative income (OAI) which are taxable and reflected in the IRAS Notice of Assessment (NOA), such as rental income, dividends, taxable investment income. |
Period of assessment | Income assessment will be based on average of 12 months' income. |
Students who have declared that they have household members with OAI other administrative income (OAI) which are taxable (such as rental income, investment income and dividends), and total OAI declared by the household is more than $100 over a period of 12 months will have to submit supporting income documents for verification.
Should there be a change in your household income after application during the academic year, please inform your College. You will be notified via email if your bursary application is successful. Successful applicants will receive the bursary award via PayNow (NRIC) or GIRO.
Student will be required to refund the full or partial bursary quantum if he/she is dismissed, or voluntarily withdraws or defers from his/her course of study or is in receipt of a full scholarship/sponsorship/bursary that covers tuition fees and provides an annual or monthly living allowance.
